Cost, safety determine whether jets fly above or below cloud

Why can't jet aircraft fly beneath - or above - Europe's cloud of volcanic ash? That's a question being asked by many, especially those stranded at airports around Europe waiting for flights disrupted by the Eyjafjoell volcano to resume. The answer, say experts, is based partly on safety concerns but also on cost. Relief supplies poured into a remote Tibetan region in northwest China Monday as two women and a girl were rescued from the rubble more than five days after a quake that killed more than 2,000.
