Two top Chinese banks have set ceilings for new loans this year to rein in a spate of aggressive lending, as regulators raised concerns over credit risks, domestic media reported.     Two generators at Russia's Kola nuclear power plant near Murmansk, in the far northwest, were shut down due to a fault in the anti-fire system, energy group Energoatom said Wednesday.     Anglo-Australian mining giant BHP Billiton on Wednesday said it had settled half its controversial iron ore contracts, with one-quarter of customers agreeing to cuts of between 33 and 44 percent.
